More and more green, Tuscany declares war on glyphosate and marks the transition towards an increasingly sustainable growth policy. The goal is: to make Tuscany a "glyphosate free" region since 31 December 2021. This is established by the decision that the junta has just approved, marking a clear anticipation of the line dictated by the European Union which prohibits its use to date 15 December 2022.
Immediately the use of glyphosate in the areas protecting groundwater collection points with drinking water is forbidden (previously the ban concerned only superficial drinking water). At the same time, we proceed with the annual review of the substances permitted by the PUFF (Utilization plan for the sustainable use of plant protection products and fertilizers). The regional list, in line with the ministerial list, will eliminate the active substances that are banned within the safeguard areas of catchments from surface and underground waters. It also establishes to prohibit the use of glyphosate in non-agricultural areas by eliminating the release of clearance for exceptional reasons (for example along the railway tracks).
The offices are mandated to prepare a proposal to amend the 2015 resolution on the Provisions implementing the Regional Law on the Discipline for the use of herbicides and geodisinfestants in the non-agricultural sectors and on the procedures for the use of herbicides and geodisinfestants in agriculture.
"Our goal is clear and clear, to make Tuscany a" glyphosate free "region by the 2021 - the president said Enrico Rossi - A goal that is achieved with a series of prohibitions, limitations and safeguards on the one hand, and agreements with the productive world on the other. Meanwhile, we have eliminated the glyphosate from the safeguard areas of the points of capture of the drinking water underground, as is already the case on the surface drinking water, and we have updated the list of prohibited substances on the basis of the ministerial one, committing ourselves to constantly update it on the basis of the decisions of the Ministry. In Italy there are already areas dedicated to special agricultural productions such as the Coneglliano Valdobbiadene which have decided to eliminate this herbicide from their crops. Well, we want to extend the elimination of glyphosate to the entire regional territory. It is a choice in favor of the environment and of our agri-food sector that must be able to count on the best quality of its products. These are steps that require time and work but thanks to the good policy that is made up of discussions and agreements, fundamental ingredients, we can achieve the goal in the times we set ourselves ”.
"With this decision," the regional councilor for the environment commented Federica Fratoni - the Region sets more stringent directives on the use of these substances with respect to community restrictions and national regulations so that the use is controlled and inhibited in the most sensitive areas. It is a decision that puts us at the forefront in the path towards ever greater sustainability and that is in tune with the demands of many companies that want to follow an eco-friendly path to have greater competitiveness on international markets. It is also important that this road is not taken only with the prohibitions, but also with the agreements: in a short time we will underwrite, in fact, an agreement on this matter with the nursery district ".
"This green turnaround - said the regional councilor for agriculture Marco Remaschi - is in full harmony with the characteristics of our agriculture and its perception in world markets, which also passes through less use of plant protection products. Indeed, quality agriculture like that of Tuscany must focus on food safety and health issues. It is a necessary turning point that we intend to support also by continuing the incentive action for organic productions: in the coming months we will intervene in this sector with a new intervention within the RDP from around 15 million to make the percentage of companies rise again. of organic soils: we are at 25% of the agricultural area converted to organic, we hope to reach 30% ".
There are also many proactive initiatives implemented by the Region.
First of all, the signing of a protocol with the Ornamental Nursery Rural District and with the Italian Nursery Association to share the objective of reducing the use of glyphosate and at the same time promoting environmental sustainability. Furthermore, a mark will be drawn up that farmers and municipalities can affix to products and parks and municipal gardens that have not been treated with the active ingredient glyphosate. A school competition will be launched to make the mark. At the same time, the Tuscany Region will work with the Italian Government and European Union institutions to undertake further initiatives that impose restrictions or bans on plant protection products starting from glyphosate.
Among the actions that tend to limit glyphosate for the 2020, the Region undertakes to open the Notice of the 11 measure "Organic Farming" of the PSR 2014-2020 with the resources that will become available and thus give new opportunities to those who want to increase the organic cultivation.
Good practices and shared knowledge: agreement with the Nursery District
The Region will sign a protocol with the Italian Nursery Association in order to activate forms of collaboration and coordination with the common goal of introducing good practices in nursery crops, contributing to the maximum reduction in the use of phytosanitary products and in particular of glyphosate and promote environmental sustainability. A special discussion table will be set up, coordinated by the Region with the aim of sharing the cognitive framework and identifying the actions to be taken to achieve the objectives of the protocol.
The glyphosate in Tuscany from the 2015 to today
After the pronouncement of the IARC of Lyon (International Agency for Research on Cancer), the technical body of the World Health Organization (WHO), which classified glyphosate as a “probable carcinogenic substance to humans”, the Tuscany Region in the 2015 issued a Discipline for the use of herbicides and geodisinfestants in non-agricultural sectors and has dictated procedures for the use of herbicides and geodisinfestants in agriculture. The resolution provides for the prohibition of non-agricultural use of plant protection products that contain the active ingredient Glyphosate on the regional territory.
The Tuscany Region then took it upon itself to bring the claims related to the precautionary principle applied to Glyphosate at national level through its representative member of the Technical Scientific Committee (CTS). Later, in the 2018 the Region issued "Provisions regarding the precautionary principle for the use of glyphosate" and ordered the gradual replacement of glyphosate in the beneficiary companies of some RDP measures or in the companies adhering to the Agriqualità brand.
He also established that from 15 May 2021 only those who do not use glyphosate will be able to access the prizes related to adhering to the “Payments for agro-climatic-environmental commitments” under the PSR 2014 - 2020.
